Designing seamless user experience for the Expedited Judicial Process (EJP) integration

Background

In response to the introduction of the Expedited Judicial Process (EJP) process within the Upper Tribunal (Immigration and Asylum Chamber) (UTIAC), the project aims to enhance the CE-File case management system to efficiently record, track, and process first instance statutory appeals. The focus is on aligning the EJP journey with the overarching Reform initiative within the constraints of CE-File.

The problem

The existing CE-File case management system needs modification to accommodate the specific requirements of the EJP process, including shorter time frames and a reformative approach. Managing transfers between UTIAC and the First-tier Tribunal (IAC) for "Related Appeals" poses a challenge, necessitating a streamlined mechanism.

The goal

Here are the design requirements they specified:

  • Align the EJP process as closely as possible with the ongoing Reform initiative within the CE-File system.
  • Develop a mechanism to facilitate smooth transfers of "Related Appeals" between UTIAC and First-tier Tribunal, ensuring justice is served.
  • Address the additional workload due to displaced First-tier Tribunal Immigration and Asylum Chamber (FtTIAC) appeals in UT, requiring staff recruitment and training.

The approach

  • Analyse the existing state and event model to identify potential integration points for the EJP process.
  • Revise the internal case creation journey map, specifically focusing on appellants in person, to seamlessly incorporate the EJP journey.Incorporate EJP journey into that map
  • Collaborate closely with stakeholders, including Judges from both UTIAC and First-tier Tribunal, to gather insights and ensure alignment with their needs.
  • Develop wireframes and designs for a legal officer interface, introducing new functionalities such as 'turn on' notifications.
  • Design case progression functionality, ensuring clarity and ease of use.
  • Expand internal case creation wireframes to integrate the EJP journey, addressing the unique aspects of case transfers from UTIAC to First-tier Tribunal.
  • Design an "reinstate appeal" event for cases transferred down to the First-tier Tribunal.

Further considerations

  • Develop comprehensive training programs for staff to ensure seamless adoption of new processes.
  • Design solutions with scalability in mind, considering potential future changes and expansions.
  • Ensure the design complies with accessibility standards to cater to a diverse user base.
